Mr. Magidson is Chair and Chief Executive Officer (CEO) of the Alberta Securities Commission and possesses extensive experience in corporate governance and securities law and regulation. Before joining the ASC in July 2016, he was President, CEO and director of the Institute of Corporate Directors and Chair of the Global Network of Director Institutes. Prior, Mr. Magidson was a partner for 21 years with a national law firm in the business law group where he advised corporate issuers, investors, financial intermediaries and boards of directors across the country on securities law, corporate finance, mergers and acquisitions and corporate governance matters.

Mr. Magidson currently serves as Chair of the Canadian Securities Administrators. The CSA, the council of securities regulators of Canada's provinces and territories, co-ordinates and harmonizes regulation for the Canadian capital markets.

Mr. Magidson also currently serves on the international board of the Weizmann Institute of Science and the board of Weizmann Canada.

Mr. Magidson holds an LLM in Corporate Law from New York University and an LLB from the University of Ottawa.

Tom Cotter ASC

Tom Cotter
Vice-Chair

Mr. Cotter was appointed Vice-Chair in April 2014. Prior to his employment with the Commission Mr. Cotter was a partner in the business law group with a national law firm, where he advised companies and investment firms on public offerings, private placements, cross-border financings, mergers and acquisitions, reorganizations, recapitalizations, going-private transactions, corporate governance, proxy contests and regulatory compliance.

Kari Horn ASC

Vice-Chair

Ms. Horn was appointed Vice-Chair in May 2018. Prior to her appointment to Vice-Chair Ms. Horn was a member of the ASC’s senior management team as General Counsel since 2005. In this role, she led the group responsible for providing specialized legal advisory services to the Commission, staff, and market participants. She also assisted in formulation of the Commission’s strategic policy direction and provided research and advice on emerging issues. Before joining the ASC, Ms. Horn practised securities and corporate law as a partner with a Calgary-based boutique law firm and prior to that she was as an associate at a national law firm.

Raymond Crossley ASC

Raymond Crossley, FCPA, FCA, ICD.D
Lead Independent Member

Mr. Crossley became a Member in April 2018 and serves as Chair of the ASC's Governance Committee. He is a highly experienced financial professional and corporate director with strong management and governance skills. In addition to his role with the ASC, Mr. Crossley currently serves on the board of directors of Obsidian Energy Ltd. Most recently, he was Chief Financial Officer of the Calgary Health Foundation before retiring in 2023. Mr. Crossley previously served as Managing Partner, Western Canada for PwC Canada and was the audit partner on a broad range of public companies primarily in the energy sector. He has served on other corporate and not-for-profit boards and as a member of the ASC’s Financial Review Committee and the Financial Advisory Committee. Mr. Crossley holds the ICD.D designation from the Institute of Corporate Directors and is a member of the Institute of Chartered Professional Accountants of Alberta. He graduated from the University of Western Ontario with a degree in Economics and Political Science. 

  Matthew Bootle, FCA

Matthew Bootle, FCA

Mr. Bootle became a member in April 2019 and serves on the ASC’s Audit Committee. A retired partner with Ernst & Young LLP, Mr. Bootle has over 30 years of experience as a financial and legal professional. He is a former Director of Accounting Standards and Director of Policy at the TSX Venture Exchange and returns to the ASC where he served as Chief Accountant from 1993 to 1997. Mr. Bootle is a Fellow of the Chartered Professional Accountants of Alberta (CPA Alberta) and received a CPA Alberta Distinguished Service Award in 2012. He received a Bachelor of Commerce, Bachelor of Laws and Master’s degree in Adult Education from the University of Calgary.

Trudy Curran

Trudy Curran, ICD.D

Ms. Curran became a member in May 2017 and serves on the ASC’s Governance Committee. She has over 30 years of experience as a legal professional and business leader across a wide range of industries including energy, mining and transportation. Most recently, she was senior vice-president, general counsel and corporate secretary of Canadian Oil Sands Limited. Now serving as a professional director, Ms. Curran sits on the board of directors for Trican Well Service Ltd. and Baytex Energy Corp. Ms. Curran holds an LLB with Distinction from the University of Saskatchewan College of Law. She also holds the Institute of Corporate Directors designation and serves as the past co-chair of the ICD’s Calgary chapter.

Gail Harding, Q.C., ICD.D

Gail Harding, KC, ICD.D

Ms. Harding became a member in April 2019 and serves as Chair of the ASC's Human Resources Committee. Ms. Harding  has over 30 years of experience as a financial services executive and corporate lawyer. Most recently, she served as Senior Vice President, Chief Legal Officer and Corporate Secretary at Canadian Western Bank Financial Group. She sits on the board of directors of Pieridae Energy Limited and Meridian Credit Union (Chair of Risk Committee). A prior member of the C.D. Howe Financial Services Research Council, she is a recipient of the Canadian General Counsel Award – Mid-Market Excellence and the Women in Law Leadership Award. Ms. Harding received a Bachelor of Education and a Bachelor of Laws from the University of Alberta, a Master of Laws (specialization in Energy and Infrastructure) from York University and holds the ICD.D designation.

Karen Kim ASC

Karen Kim, CPA, CA, CFA, ICD.D

Ms. Kim became a member in May 2017 and serves as the Chair of the ASC’s Audit Committee. She possesses over 25 years of experience in capital markets, derivatives, risk management and investments. She has worked in progressively more senior finance roles at Petro-Canada and Suncor Energy. Ms. Kim is also a Public member of the Audit Committee for the City of Calgary. She holds a B.Comm (Accounting) from the University of Calgary, and is a Chartered Accountant and Chartered Financial Analyst. Ms. Kim also holds the ICD.D designation from the Institute of Corporate Directors.  

Doug Mair

Doug Mair, ICD.D

Mr. Mair became a Member in April 2021 and serves on the ASC’s Human Resources Committee. He has over 35 years of experience in the investment industry and is currently with Richardson Wealth Limited. He has a wide range of experience in virtually every segment of the investment industry. Mr. Mair was a founding member of Richardson Partners Financial Ltd. and served on the board for four years, and has served on numerous boards in a variety of private corporations and not-for-profit organizations. Mr. Mair has been a Fellow of the Canadian Securities Institute for over 20 years and holds the ICD.D designation from the Institute of Corporate Directors. Mr. Mair graduated from Queen’s University with a degree in Economics and History.

James Oosterbaan ASC James (Jim) Oosterbaan, ICD.D

Mr. Oosterbaan became a member in May 2017 and serves on the ASC’s Human Resources Committee. He has over 40 years of experience in the energy sector, with extensive experience in the commodity and derivatives markets. Currently, he is the CEO of Neoflow Inc. a company deploying blockchain technology in partnership with the U.S. Government to improve the energy trade between Canada and the United States. Prior to that Mr. Oosterbaan was the President and Chief Executive Officer of the Natural Gas Exchange (“NGX”). Before joining NGX , he spent over 10 years in senior management positions with Capital Power Corporation and its predecessor company, EPCOR. Mr. Oosterbaan holds an MBA from the University of Western Ontario, the Institute of Corporate Directors designation and has completed the Stanford Executive Program at Stanford University.

Bryce Tingle

Bryce C. Tingle, KC, LLB, LLM

Mr. Tingle became a Member in May 2022 and serves on the ASC’s Audit Committee. He has more than 30 years experience as a corporate finance lawyer, initially in private practice, then as the general counsel of large internationally-focused technology and energy companies. He holds the N. Murray Edwards Chair in Business Law at the University of Calgary and currently serves as the board chair of several private technology and asset management companies. Mr. Tingle has been Director of the Financial Markets Regulation Programme at the University of Calgary’s School of Public Policy, a member of the Ontario Securities Commission’s Exempt Markets Committee and the ASC’s Securities Advisory Committee. He has law degrees from the University of Alberta, Osgoode Hall and Duke University and was twice named one of the University of Calgary’s peak scholars. Mr. Tingle’s academic research focuses on corporate governance and entrepreneurial law.
